Our Mission
PikeLockup is an independent news and public information periodical dedicated to promoting transparency and public awareness in Pike County, Kentucky. We gather, organize, and publish public arrest records to serve the community's right to know about matters of public safety and criminal justice.
PikeLockup is not affiliated with, endorsed by, or connected to the Pike County Detention Center, Pike County Sheriff's Office, Pike County Government, or any other law enforcement agency, government entity, or official body. This is an independently operated publication that uses publicly available information.
Public Records and Transparency
All information displayed on PikeLockup is sourced exclusively from official public records maintained by the Pike County Detention Center. Arrest records are public documents under Kentucky's Open Records Act (KRS 61.870-61.884), which recognizes that "free and open examination of public records is in the public interest."
Kentucky has a long and proud tradition of government transparency. The Kentucky Supreme Court has consistently held that public records laws should be interpreted liberally to promote the free flow of information about government activities, including law enforcement actions.
Our Editorial Process
As a news and information service, we exercise editorial discretion in our operations. We regularly update our database to reflect current detention center records, and we review removal requests submitted by individuals whose charges have been dismissed, expunged, or who have been acquitted.
Our commitment to accuracy means we strive to present information exactly as it appears in official records. When individuals provide documentation of case resolutions that warrant removal, we review such requests in accordance with our editorial policies.
Fair Use
This periodical publishes public arrest records and booking photographs under the fair use doctrine for purposes of news reporting, public interest commentary, and informing the community about matters of public concern. The use of this information serves the public interest by promoting transparency in the criminal justice system and is transformative in nature, providing organization, context, and accessibility to official public records.
Public Interest
Access to arrest information serves several important public interests:
- Community awareness of local law enforcement activities
- Transparency in the criminal justice system
- Informed decision-making by community members
- Accountability in government operations
- Historical documentation of public records
